Top nuclear negotiators from South Korea and the United States yesterday discussed ways on making progress in the six-party talks and how to lure North Korea back to the negotiating table.
U.S. Assistant Secretary of State Christopher Hill flew to Beijing immediately after his meeting with Korean Deputy Foreign Minister Song Min-soon.
U.S. Department of State denied any possibility of Hill meeting with North Korean leader Kim Jong-il, who is reportedly in China at present.
“I am not aware that that`s planned갤I don`t anticipate that that`s going to happen,” spokesman Sean McCormack said in a daily news briefing in Washington to a question about the possibility of a meeting between Hill and Kim.
Song and Hill, during their hour-long meeting, reportedly discussed how to bring North Korea back to the negotiations and shared ideas on how to settle at the date for the talks to resume and other important issues.
The nuclear talks have stalled lately by North Korea`s protest over the United States` financial sanction on a Macau-based bank alleged to be the distribution channel for North Korea`s counterfeited dollars.
Upon arriving in Seoul late Wednesday night, Hill told reporters he expected to see substantial communication to happen.
“(The United States) is not interested in talks about talks, we are interested in talks about progress and talks about denuclearization.” Hill also expressed hope to hear soon from China on resuming the six-party talks currently in recess since last November.
“We hope the Chinese can be in a position to announce the talks at some point.” Hill`s Asian tour involving stopovers at Japan, Korea, China, and other Asian countries coincide with the reports of an unusual outing by North Korean leader Kim Jong-il who reportedly left for China earlier this week.
It is most likely Hill will be hearing updated information from the Chinese side on North Korea during his Beijing stay.
“I must say the trip that Chairman Kim Jong-il took to China was a surprise to all of us and it is complete coincidence that I am in the area at the same time,” he said, referring to Kim`s official title, Chairman of the National Defense Commission.
U.S. Ambassador to Seoul Alexander Vershbow, in a forum hosted by the Korea Human Development Institute, said he expected Kim Jong-il`s visit, if true, would add momentum to advancing the six-nation talks.
“We have very little information about exactly where Chairman Kim Jong-il is or what he might be doing in China. If he is in fact there and having high-level meetings, it will lead to progress in the six-party talks process.” Vershbow also said that a team of U.S. Treasury Department officials will be visiting Seoul somewhere around the 22nd of this month to brief on its information on North Korea`s alleged illegal activities.

한국과 미국의 6자회담 수석대표는 어제 6자회담을 진전시키고 북한을 회담에 복귀시킬 방안에 관해 논의했다.
크리스토퍼 힐 미국 국무부 차관보는 송민순 외교부 차관보와의 회담을 끝낸 직후 베이징으로 떠났다.
미 국무부는 힐 차관보와 현재 중국을 방문 중인 것으로 알려져 있는 김정일 국방위원장 사이의 회담 가능성을 부인했다.
힐 차관보와 김 위원장이 만날 가능성이 있느냐는 질문에 대해 “나는 그러한 계획에 대해 아는 바 없으며 그럴 가능성이 없다고 본다”고 숀 매코맥 미 국무부 대변인은 워싱턴에서 가진 기자브리핑에서 말했다.
알려진 바에 따르면 송 차관보와 힐 차관보는 한시간여 동안 가진 회담에서 북한을 회담에 복귀시킬 방안 및 회담 재개일자를 비롯한 여타 주요 현안을 해결할 방안을 협의했다고 한다.
북한의 달러 위폐 유통 의혹으로 인해 미국이 마카오 소재 은행에 대해 금융제재를 부과한데 대해 북한이 거세게 항의하면서 최근 6자회담은 교착상태에 빠졌다.
수요일 저녁 서울에 도착한 힐 차관보는 상당한 대화가 오고갈 것으로 보인다고 기자들에게 말했다.
“미국은 회담에 관한 논의에는 관심이 없고 회담 진전과 비핵화에 관한 논의에만 관심이 있다.” 힐 차관보는 또 작년 11월 이래로 휴회 중인 6자회담의 재개와 관련해 중국으로부터 조만간 소식을 듣기를 희망한다고 말했다.
“우리는 중국이 조만간 회담 재개를 발표할 수 있기를 희망한다.” 일본, 한국, 중국, 여타 아시아 국가를 포함한 힐 차관보의 아시아 순방은 이번주 초 중국으로 떠난 것으로 보도되고 있는 김정일 국방위원장의 이례적인 외유 보도와 같은 시점에 이루어졌다.
중국 방문 기간 중 힐 차관보는 중국측으로부터 북한에 관한 최신 정보를 전해 들을 가능성이 매우 높다.
“김정일 위원장의 중국 방문은 우리 모두에게 갑작스런 소식이며 나의 방중 기관과 겹치는 것은 완전 우연의 일치이다”라고 힐 차관보는 말했다.
알렉산더 버시바우 주한 미국대사는 한국인간개발 경영자원구회 주최로 열린 강연에서 김 위원장의 중국 방문이 사실이라면 6자회담에 새로운 계기가 마련되기를 바란다고 말했다.
“김정일 위원장이 어디에 있는지에 대한 정보는 없다. 그러나 그가 베이징에 있다면 중국측과의 고위급 회의를 통해 6자회담의 새로운 모멘텀을 가져올 수 있기를 바란다.” 버시바우 대사는 또 “이달 22일께 미 재무부 대표단이 한국을 방문해 북한의 불법활동 문제와 관련해 한국정부와 협의할 것”이라고 밝혔다.
